Calgary — An American regulator slammed Enbridge Inc. Tuesday for the way
it handled the massive oil spill in a Michigan river in 2010, saying the
company’s team acted like the “Keystone Kops.”

Debbie Hersman, chair of the U.S. National Transportation Safety Board,
also spread the blame to regulators – arguing the independence pipeline
companies are granted when assessing their own infrastructure is dangerous.

While Ms. Hersman spread the blame around, pipeline companies have the most
to lose as regulators deliver such scathing reports and tough
recommendations. Enbridge wants to build a pipeline to Canada’s west coast
in order to access Asian markets, but resistance is strong. Rival
TransCanada Corp. wants to build an oil sands line to Texas’s Gulf Coast.
Both argue pipelines are the safest way to transport oil, but even little
spills are being held against their claims. The massive Michigan spill, and
the fallout, will be powerful ammunition for their critics.

Enbridge’s control room and response staff in Michigan, Ms. Hersman said,
was poorly trained and did not follow safety rules when the July, 2010,
