that looks like a good candidate for Mary, if it's not too tall.

 It is a good quality touring bike with cantilever brakes (good for
stopping in all weather). There is a good spread between the
chainrings (the thingies that the chain goes around by the pedals) and
the freewheel ( the cogs attached to the rear hub) looks like it has a
34 tooth cog (good for hills). The rear rack is a solid touring rack
and the handlebars look comphy.

 It seems that the best strategy with e-bay is to sit on the side
lines & watch the bidding and then swoop in at the last minute with a
carefully considered winning bid. If you enter the fray early on,
you'll just push the price up.

The seller is in London, so shipping would be reasonable.

However I agree with other posters who recommend purchasing a suitable
bike through one's local bike shop, to ensure proper fit and all the
other advice & service that they provide.

 caveat emptor,
 those  2  thin tubes as a top tube substitute Mixte frames when made
of lightweight 531, get pretty noodly  fitted one for an  ex-gf  a
Mercian, the handlebars can torque the headtube and move the front
wheel a couple inches out of track, with out much effort .

 the design with one larger tube , and then 2 bracing tubes from seat
tube mid section to dropout.. would be a better  type IMHO.
