SEACOOS - Fisheries/Ecosystem team white paper

Dear all,

I attach the latest version of the white paper on fisheries/ecosystem. 
It has been greatly improved (and it has grown a bit in length) in 
response to your input.  There is an attempt to have general ideas as 
well as specific examples for consideration.

Please consider this as a starting point for discussion at the workshop. 
  It will be refined and modified further to reflect the input received 
at the meeting.
