All,
   I added a few thoughts (with track changes) as attached.  I beliee 
that we can use this same doucumetn to address harmful spills since the 
same information are needed.  What wouold have to be added is a 
paragraph giving the contacts and line o authority for harmful spills. 
There are both national lines of communication and state and local 
lines.  I will make some inquires as regards the local lines here.

Harvey, Rick Jahnke seemed to indicate a simulation SAR as an easy task to
develop.  Who would develop this?   Graduate student.  Who knows anyone who
likes making computer games?

Also, the education group is planning to do the third poster on circulation
and use SAR as the "hook"  Therefore, we would need to dove tail with the
research, Data Management about displays on the web, etc for poster accuracy
and web based exercises accuracy and ideas.   

Also, I think that the critical people would be in Norfolk USCG, rather than
CT.  In my mind, SEACOOS data would be best used by them as they do the
critical rescues.  Don't know enough about SEATOW to understand what it does
90% of the time..  How far offshore do its operations go?
