Adding links based on coordinate (point in polygon)

I'd like to add text and/or links based on the geographic location of
an article. For example I'd like to link to the local political,
election, and school districts that the subject of an article belongs
to, based on a GIS file (specifically Shapefile). Another possibility
would be to query OpenStreetMap data (via local DB, XAPI, Overpass,
Nominatim, etc.) for other information like place names. Thanks,
