I'm not asking for "prior treatment".  I'm asking for
acknowledgement of the bug and discussion of the
proposed solution.  I'd like to open a ticket that
includes a discussed solution.

This is pretty normal on other lists I'm on.
Is it an oddity here for some reason?

I think you have it backward: the discussion of the bug and a solution
should be taking place in the bug report as early as possible, since
that's where it needs to be eventually anyway.
