soap and z39.50?

Regarding online catalog access, am I right that the following might 
provide a trivially simple path to that within a refdb web client?

As far as I understand the description, this piece of software adds a
SOAP wrapper to an existing Z39.50 service. However, they also provide
SimpleServer (http://www.indexdata.dk/simpleserver/) which could be
used to implement a Z39.50 client (from the RefDB point of view -
actually it would be a server) which in turn could feed the SOAP
wrapper. But I'd be content with a simple Perl or PHP interface for
the time being...
