I think your requirement might be fulfilled if u use  MikroTik Devices or OS (communication manager ). Also there is Cisco Unified Communication Manager ( CUCM ), a new versions of CUCM are only for Linux platform and nowadays Cisco is moved away from Microsoft. But CUCM costs more, so it is better to use MikroTik. And you can also configure Asterisk server for VoIP gateway.
